No scatter gardens in Savannah. Scattering is prohibited in our cemeteries. All cremains must be in a sealed container and buried or placed in a columbarium. Occasionally, we catch people burying ashes without an interment/inurnment order. Cremains are difficult to keep track of as it is, it would, in my opinion, be extremely difficult to prevent people from scattering ashes without consent.
